A selection committee crowned Heritage Square LLC the developer of the Fort Homer Hesterly Armory Site in West Tampa Tuesday, but a clarification issued Thursday by Tampa city officials means the decision isn't so clear cut: All six proposals are still being considered for the 10-acre property.
